Saudi Arabia Introduces New Regulations to Prevent Illegal Residential Unit Splitting
RIYADH — The Ministry of Municipalities and Housing has approved a new regulatory guide to monitor and prevent the illegal subdivision of residential units across the Kingdom, aiming to strengthen compliance with municipal regulations and curb the practice.
The initiative is designed to preserve building safety, improve residential living conditions, and enhance municipal oversight. The guide provides a unified regulatory framework by setting out the roles, responsibilities, and procedures for detecting, verifying, and addressing violations in line with approved regulations.
It applies to all illegally subdivided residential and mixed residential-commercial units. The guide outlines an integrated oversight approach that combines data matching, lease contract reviews, permit verification, community reports, and field inspections to identify and confirm violations. The move reflects the government’s commitment to enforcing urban planning standards and protecting tenant safety.
