FEZ, Morocco — The secretary‑general of the Muslim World League, Mohammed Al‑Issa, has urged world leaders to establish a unified ethical framework to govern the development of smart systems, warning that unregulated technology could fuel division and conflict.

Speaking at a major international conference in Fez attended by more than 2,000 people from 75 countries, Al‑Issa said advances in computing must be guided by shared human values. He cautioned against misuse in sensitive areas such as religion, race, and culture, where poorly designed systems could spread hatred.

Al‑Issa stressed that ultimate authority must always remain in human hands, especially for critical decisions. “Such systems lack awareness and independent will,” he said, adding that technology ultimately reflects the choices and values of its developers.

The conference, hosted by the Euro‑Mediterranean University of Fez, also included the UN’s high representative for the Alliance of Civilizations. Al‑Issa called for greater transparency and accountability from tech companies, as well as clear ethical standards before further development proceeds.
