Makkah Development Boosts Investment and Economic Growth

Makkah is undergoing a broad urban transformation that pairs the sacred heritage of its holy sites with modern infrastructure, reshaping the city into a year-round economic and development hub in line with Saudi Vision 2030.

Growth across housing, hospitality, retail, logistics and transit is shifting Makkah’s economy away from a purely seasonal model toward one that is diversified and increasingly driven by investment. According to the Pilgrim Experience Program’s 2025 annual report, the city’s service ecosystem carried out 87 initiatives across more than 60 partner entities, achieving full compliance across the board.

The report also found that Saudi Arabia welcomed more than 19.5 million international pilgrims last year, including 1.5 million for Hajj and 18.03 million for Umrah, marking a 114 percent increase in Umrah arrivals compared to 2022. Satisfaction levels rose alongside that growth, reaching 91 percent among Hajj pilgrims and 94 percent among those performing Umrah, surpassing national benchmark targets in both cases.
