Saudi Arabia’s Ministry of Hajj and Umrah has reaffirmed that strict compliance with official Hajj permits is non‑negotiable. The permit system, officials state, is the cornerstone of crowd management, ensuring pilgrims can perform rituals smoothly while services are delivered efficiently at the right time and place.

Without permits, the risk of overcrowding and chaos rises sharply. That is why the Kingdom enforces a “No Hajj Without a Permit” policy. Violators face fines up to SR100,000 ($26,700), multiplied by the number of individuals involved. The ministry also warns against unlicensed Hajj campaigns and misleading ads on social media.

To back the effort, the Saudi Red Crescent Authority has rolled out its Hajj operational plan in Madinah, deploying more than 90 ambulance units—including rapid‑response bikes and electric vehicles—and over 700 staff. The plan runs from mid‑April through June, covering all stages of pilgrim arrival and departure.

The message is clear: permits save lives. Following the rules allows for orderly movement, balanced distribution at holy sites, and a safer, more spiritual experience for all.
