Penalties up to Dhs1m For Violators of Dubai’s Shared Housing Regulations
Violators of the law regulating the occupancy and management of shared housing in Dubai will be fined up to Dhs500,000. The fine will double to Dhs1,000,000 if the violation is repeated within a year. Besides suspending activity for 6 months, cancelling permits and commercial licenses and cutting off public services from the violating unit until the causes of the violation are removed, besides evacuating it by a decision from the execution judge at the Rental Dispute Settlement Center (RDSC), Dubai Municipality statements said.
The Municipality identified 10 duties for owners of buildings, villas, engineering consultancy offices and contracting companies, the most important of which is not to use any building or villa for shared housing except in the areas permitted for this purpose, and to designate the entire building or villa for this purpose, provided that housing is limited to one category only, either individuals or families, without mixing.
The requirements excluded lands located on important streets for tourism and commerce, such as Bani Yas, Sheikh Zayed, Jumeirah and Al Wasl, from individual housing, which means that shared housing in these areas is limited to families only.
The Municipality also obliged the owners to obtain a building permit and a shared housing permit, and to submit applications through the “Dubai Building Platform”, and in accordance with the approved planning, construction and health standards.
It required that the space for each occupant in the bedroom should be not less than 5 sq. meters with health services, kitchens and common facilities provided in proportion to the number of residents.
The requirements mention providing bicycle parking for not less than 10% of the total number of occupants and organising minibus pick-up and drop-off areas in coordination with the Roads and Transport Authority (RTA).
